Using data on submitted and published manuscripts in Feminist Economics from 1995 to 2019, we examine differences in method and scope used by authors residing in the Global North and Global South. We specifically focus on research methods, intersectional analyses, region of analysis, and co-authorship status. Further, using logistic regression models, we examine the relationship between authors’ location and use of research methods. We find authors in the Global South are more likely to engage in empirical and mixed-methods papers (...) compared to Global North authors in our sample. Moreover, a greater share of Global South authors engage in intersectional analysis and exhibit geographical focus on developing countries. Drawing insights from the Feminist Economics manuscripts data, we argue that encouraging Global South research can contribute to the goals of the field of feminist economics – aimed at inclusivity, diversity of standpoints, and plurality in research methods, thereby improving overall economic research. I 1]HE ISSUE OF whether there are any so-called " soia ~-~cono~ic r~~~ts," in addition to the so-called " civilpohtical nghts, · is not a new one. In 1948 the General Assembly of the United Nations app11oved the Universal Declaration of Human Rights, which affirms that both those two types of claims are human rights. Since then some philosophers have been debating the issue of (...) whether claims to basic social-economic goods are rights at all. American Christians and theologians in general have not paid much attention to this until only recently, when the U.S. National Conference of Catholic Bishops issued,a pastoral letter on Catholic social teaching and the U.S. economy (entitled Economic Justice for All), which gained much attention from the media. In this pastoral letter the U.S. Catholic bishops also affirm that every human being in every society has economic rights against all members of society, all private-sector institutions and government.1 As a Christian philosopher, in this paper I want to probe into the issues of whether there are economic rights from a Christian and philosophical perspective. This paper is intended to he both critical and constructive-on the one hand I shall criticize some positions which I find unconvincing, and on the other I shall attempt to articulate my own thought on this issue. Some clarification of terminology is necessary before I embark on my project. Throughout this paper, unless otherwise specified, the word "right" is used to designate claim-rights. Moreover, I am concerned only with moral rights rather than with legal rights, and largely with in rem rights (i.e., rights against individuals in,society or the world at large) rather than with in personam rights (i.e., rights against determinate individuals ). Therefore by "a right to x" I mean a morally valid or justified claim to x against individuals in society or the world at large as my entitlement or my due. Furthermore, the term " human right " is used to denote those moral rights that a person, simply as a human being, can have. They are usually supposed to include both civil-political rights (e.g., right to life, liberty, security) ·and social-economic rights (e.g., the right to food, clothing, shelter, health care, education, work, social security). As far as I know, there have been two major philosophical moves in criticizing the ideas of social-economic rights. The first one is set forth by Maurice Cmnston in the sixties.2 Besides giving a "political objection," he raises a three-fold "philosophical objection": social-economic rights do not possess the characteristics of (i) practicability, (ii) universality, and (iii) paramount importance, which he deems are the si,ne qua non of human rights. This paper investigates a manner for taking a stand against the current naturalistic tendencies within the current form of globalized capitalism that see it merely as the logical expression of triumphant market forces working upon productive assets. Taking a cue from the French concept of alter-mondalisme, as opposed to the English syntagma anti-globalism, this paper argues that our current form of globalised capitalism is simply a form having no specific ontological necessity – i.e., globalism as it now is, is not (...) the inevitable result of natural forces, but is rather a complex emergent entity. Cosmopolitical citizenship, characterized by critical global citizens, means principled refusal to accept this entity as determining the possible and the impossible. Instead of being the creature of simply naturalistic, neo-liberal economics, capital is a cultural system, a social relationship based on a particular political power structure. Thinking otherwise makes issues of social justice meaningless within capitalism. The current concentration of economic power tends to spread certain behavioral norms that sustain it, which is a systemic phenomenon that can be called the cultural system of capitalism, a shared ideology.Viewing it such, we can move from an ethical study of the rational foundations of moral norms to a political reflection on the democratic construction of social norms. Hence, democratic experimentalism can arise, in which various possibilities and norms of one subset or region of capitalist interaction are played off against each other subset or region in a subversive attempt at forming new possibilities for organizing economic and political processes. This will also protect the plurality of ways of life from overweening global capitalism: another world is possible. (shrink)

In this article, we philosophically reflect on the nature of corporate governance. We raise the question whether control is still a feasible ideal of corporate governance and reflect on the implications of the epistemic insufficiency of economic institutions with regard to grand challenges like of global warming for our conceptualization of corporate governance. We first introduce the concept of corporate governance from the perspective of economics and politics. We then trace the genealogy of the concept of governance based (...) on a selective reading of Giorgio Agamben’s work, who has pointed at two interdependent paradigms of governance in the Christian tradition, and apply his categories in the context of corporate governance. We finally engage in a critical reflection on the concept of corporate governance and develop four characteristics of corporate governance that can guide future conceptual as well as empirical research in the field of corporate social responsibility of economic institutions. ABSTRACTIn this article, we explore the debate on corporate citizenship and the role of business in global governance. In the debate on political corporate social responsibility it is assumed that under globalization business is taking up a greater political role. Apart from economic responsibilities firms assume political responsibilities taking up traditional governmental tasks such as regulation of business and provision of public goods. We contrast this with a subsidiarity-based approach to governance, in which firms are seen as intermediate actors (...) who have political co-responsibilities in society endowed upon them by national governmental institutions. We argue that both approaches face conceptual and empirical problems, and do not make clear the content and scope of political corporate responsibility. Based on Iris Marion Young’s account of political responsibility we argue that corporate actors and governmental actors have a shared responsibility to tackle societal problems. Taking political corporate responsibility not only entails engaging in private action or engaging in public–private partnerships, but it also includes aiding governmental actors to remedy injustice or even create public institutions where they do not yet exist. By adding this perspective we contribute to the debate on responsibility in corporate citizenship and clarify the political role business can play in global governance. (shrink)

When can or should citizenship be granted to prospective members of states? When can or should states withdraw citizenship from their existing members? In recent decades, political philosophers have paid considerable attention to the first question, but have generally neglected the second. There are of course good practical reasons for prioritizing the question of when citizenship should be granted—many individuals have a strong interest in acquiring citizenship in particular political communities, while many fewer are at risk (...) of denationalization. Still, loss of membership in a political community is a practice with a long history that continues to take place today. -/- Concerns about national security have recently led several liberal democratic states to pass, strengthen or consider legislation that would empower their governments to denationalize certain persons.] At the international level, formal norms governing denationalization are vague and generally toothless, and there are no international legal norms that restrict denationalization to citizens who hold another citizenship or wish to take up citizenship elsewhere (Worster, 2009). So it is important to determine whether there are conditions under which denationalization can be morally justified and, if so, what those conditions are. We shall argue that while denationalization is ordinarily impermissible, there is a class of crime committed by citizens that may render it not only permissible, but a fitting response on the part of the state. In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the point is (...) to open intellectual horizons. In Philosophy in a Time of Lost Spirit, Beiner reflects on the dualism of theory and practice. The purpose of the theorist is not to offer sensible guidance on the conduct of social life but to test the boundaries of our vision of social order. Whereas the liberal citizen should embody the practical virtues of prudence and moderation, the theorist should be radical, probing, and immoderate. Looking back at the liberal-communitarian debate of the 1980s, Beiner recognizes that the antidote to our spiritless times lies neither in the embrace of community over individualism nor of individualism over community: both individual and community need to be submitted to radical questioning. It is by exposing ourselves to the challenge of fearless thinking encountered at the philosophical extremities that we are most likely to understand our own world at a deeper level. The resurgence of interest in the meaning of citizenship has encouraged debate on its gendered character, especially the relationship between public and private. Informed by such analyses, this article considers the political organizations, in this case in Australia, formed to reclaim maternity care from medical dominance and to promote women's choices as childbearers. As activists, mothers have carved out a new form of politics, transforming their ‘private’ experiences into issues of public contention. Challenging established categories, they have sought (...) to improve their social rights through educating the public and changing professional and institutional practices – for example, asserting their ‘right’ to birth at home and breastfeed in public places. I argue that neither this project, nor that of feminism's emphasis on achieving equality in the public sphere, has been adequate, for gender equity requires intermeshed social, economic and political rights. By conceptualizing mothers as a political collectivity with distinctive, though not homogeneous, interests and needs, the article indicates ways to extend current theoretical frameworks, including postmodernist feminist debates on gender-justice and the politics of differentiated citizenship. Doughnut Economics is an economic model designed to overcome the negative impact that the crude use of Gross Domestic Product (GDP) can have on both society and the environment. As the model becomes more widely adopted it is important to explore the model from a theological perspective. Early Christian economic thought provides a way of exploring and challenging many of the fundamental ideas and conceptualisations of the DE model. DE has much to learn from early Christian thinkers. Firstly, a non-absolutist understanding of property can fuel calls for a more radical distribution of wealth than called for in DE, with an even greater emphasis on the process and benefits of individual almsgiving. Secondly, it shows how the limitations of the social foundation of DE has much to learn from the positive value of the ascetic lifestyle promoted by some early Christian thinkers. In great measure the success was due to the conference's scenic and user-friendly location at the Pacific Lutheran University, Tacoma,Washington, and to (...) the untiring work of Professor Paul Ingram and his staff. The spirit of Mount Rainier towered over the whole event, reminding us that both Buddhism and Christianity have a stake in global healing.One of the most enjoyable aspects of the conference was how well the various panels, presentations, plenary programs, and workshops matched the announced theme of the conference. Although I cannot speak for all the participants, in my extensive sampling of the events, care was given in addressing the question of global healing from a diverse set of spiritual perspectives and academic disciplines.Whether you attended the section on meditation or the erudite papers on orthodoxy, the presenters strove to show how their work could be understood as a way to promote global healing.Nowhere was this attention to the theme of the conference more clearly demonstrated than in the evening plenaries. I confess that I am not a fan of evening meetings. However, in each case the various panels presented their analysis as a gift to the larger mosaic of the conference. The evenings began with Dr. A. T. Ariyaratne and Dr. Cecil Murray addressing nonviolent struggle for economic justice. This was followed by presentations on the Earth Charter; gender, justice, and oppression in Buddhism and Christianity; and consumerism and ecology. I would also be remiss if I did not note that we were treated to wonderful musical performances not only at the opening and closing ceremonies but during all the other plenaries as well.One of the most noteworthy features of the work of the society over the last two decades has been its conviction that erudite scholarship and the actual profession and practice of religion are not mutually exclusive. Furthermore, the society was founded on the belief that dialogue between Buddhists and Christians is a good thing in and of itself. The workshop on the interior dialogue of meditation was a gentle refutation to those in the academic world who maintain that only analysis of isolated religious practices or texts makes any sense. The society has always urged its members to bring their practices as well as their ideas to the dialogical encounter. [End Page 107]Music played a moving role in the life of the conference. The plenary sessions took place in the magnificent new music center at PLU, wherein resides a huge concert organ.We were literally moved by the organ's powerful rendition of the classic works of the Western religious musical tradition. Matching the organ was the gentle call of the shakuhachi. An organ and a shakuhachi may seem mismatched in theory and performance--much less sheer volume for the bamboo flute--but they blended into a symphony of shared sacred music.Having praised the thematic attentiveness, musical brilliance, and spiritual depth of the conference, I must likewise highlight the academic integrity of the papers. Many of the professorial types mentioned over and over again how pleased they were with the thoughtfulness of the academic presentations. Here we need not only to thank the authors but also the conference planning committee for its ability to select the best representatives of erudite, informed, and engaged models of academic scholarship. Those who were not present will simply have to wait for many of these fine papers to be published in various scholarly journals. Another helpful detail was the conference bookstore, which stocked many of the recent publications of the participants.The only criticism I heard during the whole conference was that it was, alas, a bit too long. His early life is very much a reflection of both the intellectual developments (...) and the chaos of Germany and Austria between the wars. Voegelin's analysis of Nazism is worth revisiting by historians because it delineated the Nazi rationale for the Holocaust in the early 1930s, even if the Nazis themselves had yet to move towards mass murder early in the regime. Voegelin was not prescient enough to predict the extent of the Holocaust, but he understood that the ideological rationale of Nazi violence was unlimited. Furthermore, his description of political extremism as Gnosticism in 1952 is valid for explaining why an individual might support the Nazis and then voluntarily commit extraordinarily vicious acts to try to realize the dream-world of the Third Reich.The political, economic, and social chaos in Austria after World War I was the catalyst for the young Eric Voegelin's studies of the essence of ideologies and the ideologists who promoted them from both the left and right wing. As National Socialism grew, so did his experiences with and understanding of extremist political ideologies. Contemporary intellectual debates between neo-Kantian and existentialist methodology, however, did not help penetrate to the essential causes of political extremism. His experiences in America in the mid-1920s were essential for his development away from what he characterized as narrow methodological provincialism to an empiricism open to philosophic questions, including spiritual questions. By 1938 he had theorized that ideologies were political secular religions that substituted the state for divine reality.Because of this interpretation, Voegelin's approach to totalitarianism has been characterized as an outdated ersatz religion model, better suited for the Cold War. 1 The ersatz religion model worked reasonably well to describe similarities [End Page 151] the National Socialist movement had with religions, but Voegelin recognized that it did not penetrate to the essence of ideologies. His understanding of ideologies matured after World War II into his theory that ideologies were Gnostic quests for absolute certainty that caused alienation from reality.Voegelin thought that the search for certainty ultimately required excluding any evidence to the contrary of the ideology; therefore, ideologies limited the individual's view of human reality to the immediate world. Furthermore, although ideologies are founded on a kernel of truth—e.g., proletarians are sometimes oppressed—ideologists become quickly alienated from reality as a consequence of their own quest for certainty about meaning in existence. The consequences of alienation are that ideologists pursue the perceived immanent good and try to eliminate the perceived immanent evil, thereby rationalizing criminality and even murder. Violence is inherent to extremist political ideologies. Background and Influences: Weber, Kraus, University, and America Eric Voegelin was born in 1901 and grew up in Vienna. After the war Austria was convulsed by political and social crises ranging from attempted reactionary and Communist coups to constant food shortages. In the first post-war election Voegelin's political and social inclinations led him to vote for the Social Democratic Party (SDP), but he was aggravated by the uncompromising Marxist rhetoric of the SDP leadership. In this atmosphere Voegelin began his long journey toward understanding ideologies, but first he had to work through many different political and philosophic problems before he arrived at an adequate understanding. The intellectuals that influenced him during this long process were diverse, but they shared a hostility to ideologies.The first important academic influence on Voegelin was Max Weber. 2 Weber encouraged intellektuelle Rechtschaffenheit (intellectual honesty) with others and especially with oneself. Weber insisted on following an ethic of responsibility for one's actions (Verantwortungsethik), rather than making apologies for following an ethic of good intentions (Gesinnungsethik). They cry to high heaven every day. Jean Ziegler, the former UN Special Rapporteur on the Right to Food, speaks of more than 60 million people dying of hunger and its consequences every year, especially children, although there is more than enough to feed them. That is an annual World War II against the poor. He continues to say: “A child that dies of hunger is murdered.” He calls this a daily crime against humanity.1 Others call it structural genocide.2 All these victims are human beings with a human face, according to biblical tradition created in the image of God. So we are talking about murdering living images of God, about blasphemy.Also, the blue planet Earth’s suffering is growing dramatically. The extinction of species is accelerating, desertification is expanding, the poisoning of water and soil is increasing, and climate change is producing irreversible effects like lifting the sea level, devouring islands in the Pacific and growing parts of Bangladesh, creating weather disasters everywhere, and possibly increasing temperature in parts of Africa by ten degrees. We all know this, but so far we have not been able to make the necessary changes in global economics and politics to stop or at least slow it.Often forgotten are the psychological and spiritual sufferings and diseases of a growing number of people. In India an average of more than fifty farmers, driven into debt beyond their means, commit suicide daily out of despair.3 Workers suffer increasing stress and anxiety, and middle-class people fall into depression, projected to be the second most common illness in 2020, according the World Health Organization. So what are the roots of all of this? [End Page 27]My thesis is that what we are experiencing now started nearly three thousand years ago within what is called the Axial Age, beginning in the eighth century bce, in the whole of Eurasia from Greece to China. At that time a new economy started to appear in daily life, built on money and private property. It had tremendous social as well as psychological and spiritual effects. To analyze what happened then helps us understand what is happening today. Looking at the responses to this development by the different faiths and philosophies in Israel/Judah, India, China, and Greece may also help us to better understand the tasks and possibilities of engaged Buddhists and liberation theologians in our age.The philosopher Karl Jaspers coined the term “Axial Age.”4 According to him, the experience of violent crises between 800 and 200 bce might have prompted the parallel efforts of the prophets, the Buddha, Confucius, Daoism, and Greek philosophy to find new foundations for living together. He characterized the new approach as intellectual and spiritual (geistig), looking only marginally at the economic and political context. Recently Karen Armstrong and, based on her findings, Jeremy Rifkin took up this theory, looking particularly at war and violence as causes for the responses within the different cultures.5 Also José María Vigil, who is present here, has just published a chapter in his book on Theology of Axiality and Axial Theology.6 As far as the sociohistoric context of the Axial Age is concerned my thesis comes nearest to what David Graeber has worked out in his book Debt: The First 5,000 Years,7 although he is not very interested in the religious responses. Education, health-care, technology, and political participation are becoming ever more universal, empowering human beings everywhere to enjoy security, economic sufficiency, equal citizenship, and a life in dignity. To be sure, there are some specially difficult areas disfavoured by climate, geography, local diseases, unenlightened cultures or political tyranny. Here progress is slow, and there may be set-backs. But the affluent states and many international organizations are working steadily to extend the blessings of modernity through (...) trade and generous development assistance, and it won't be long until the last pockets of severe oppression and poverty are gone. Heavily promoted by Western governments and media, this comforting view of the world is widely shared, at least among the affluent. Pogge's new book presents an alternative view: Poverty and oppression persist on a massive scale; political and economic inequalities are rising dramatically both intra-nationally and globally. The affluent states and the international organizations they control knowingly contribute greatly to these evils - selfishly promoting rules and policies harmful to the poor while hypocritically pretending to set and promote ambitious development goals. Seeing the economic system not only as a system of production and distribution, but also as the locus where a certain form of individual « existential containment » is taking place, we study those buried underpinnings of the economic system which could explain why classical incentive arguments often used by economists might hide powerful obstacles to equality. The approaches to incentives proposed by G. A. Cohen and Philippe Van Parijs are discussed and questioned, and an alternative approach is suggested, inspired partially by Norman O. Brown and Ernest Becker, for whom the economy can easily become the locus of a denial of corporeity and mortality. Thus, economic equality can be fully attained only by coupling political philosophy with the existential and spiritual analysis of the conditions under which individuals can accept their mortal body. Faute de n'avoir pas su, dès les premiers sommets, en définissant les grandes priorités, déterminer dans le temps et dans l'espace une programmation resserrée et cohérente, mettre en oeuvre les moyens correspondants, faute de n'avoir pas respecté le principe de continuité, comme il est de règle lorsqu'on agit sur le long terme, on s'est lancé dans des (...) opérations tout azimuts, éparpillant des crédits insuffisants. Le sommet de Cotonou en 1995 a incontestablement envoyé un signe fort, en dégageant les constantes de la Francophonie avec cinq domaines mobilisateurs reliés entre eux par la langue française, ciment de la Francophonie. A la suite du sommet de Moncton , celui de Beyrouth affirme ses priorités: elles sont politiques ; elles sont linguistiques ; elles sont éducatives ; elles sont économiques . Cette programmation recentrée et cohérente devra se réaliser dans un cadre régional multilatéral et sur une période de dix ans rythmée par des périodes de quatre ans sur un financement pluri-annuel. Il est temps de repenser la programmation pour une Francophonie, humanisme de différence à l'échelle mondiale, alternative à cette uniformisation du monde qui est en train de se faire.From One Summit to Another: What Continuity is there? This question comes up again in 2004, eighteen years after the first summit in 1986. When the main priorities were defined at the earliest summits, we were unable to determine a tight, coherent schedule and programme for initiatives, to put into action the corresponding means and to respect the principal of continuity which is essential when working on long-term basis. Thus initiatives were launched in a scattergun fashion thus spreading insufficient funding too thinly in too many directions. The 1995 Cotonou Summit indisputably sent a strong signal by defining Francophony’s constant factors in five fields that rally support and are linked to each other by the French language, the cement of Francophony. Following the Summit at Moncton in 1999, the Beyrouth Summit affirmed the movement’s priorities as political , linguistic , educational and economic . This re-defined and coherent programme should be achieved within a regional, multilateral framework over a period of ten years involving four-year intervals with pluriannual financing plans. The francophone programming should principally take into consideration the development of human resources. It is time to rethink the roadmap for Francophony, a form of humanism with a difference on the world scale, an alternative to the uniform standardization prevalent worldwide. (shrink)

PurposeThis paper aims to present results of a study that focused on the question of how computer and data experts think about Internet and social media surveillance after Edward Snowden’s revelations about the existence of mass-surveillance systems of the Internet such as Prism, XKeyscore and Tempora. Computer and data experts’ views are of particular relevance because they are confronted day by day with questions about the processing of personal data, privacy and data protection.Design/methodology/approachThe authors conducted two focus groups with a (...) total of ten experts based in London. As London is considered by some as the surveillance capital of the world, and has a thriving Internet industry, it provided a well-suited context.FindingsThe focus group discussions featured three topics that are of crucial importance for understanding Internet and social media surveillance: the political economy surveillance in general; surveillance in the context of the Snowden revelations; and the question what the best political reactions are to the existence of a surveillance-industrial complex that results in political and economic control of the Internet and social media. The focus groups provided indications that computer and data experts are pre-eminently informed on how Internet surveillance works, are capable of critically assessing its implications for society and have ideas about on what should be done politically.Originality/valueStudies of privacy and surveillance after Edward Snowden’s revelations have taken on a new dimension: Large-scale covert surveillance is conducted in a collaborative endeavour of secret services, private communications corporations and security companies. A correct understanding of the fundamental elements in Islamic political economy becomes a necessity for its development. This paper attempts to trace the conceptual understanding of Hizbut Tahrir Indonesia regarding the basic elements of science which includes worldview and epistemology. Its position in constructing Islamic political-economic methodology is also a major topic. There are differences in the vision, epistemology, and framework of Islamic political-economic methodology from those of the West. These differences lead to the differences in scientific development. At the (...) level of praxis, it also creates differences in policy determination. Meanwhile, logic, coherence, and consistency are important prerequisites for the scientific approach. Islamic political economics must be studied with our own worldview and epistemology. However, hand, we cannot deny the role and position of political and economic science in the process of developing an Islamic political economy. Economic inequality is a pressing issue that the global community must address in an urgent and detailed manner if global peace is to be sustained. This paper makes the claim that viable alternative solutions to global economic inequality can be found outside the boundaries of western capitalism. This claim is defended via three movements: first, a critique of Christian teachings on the common good is presented as a pathway to this economic alternative. Second, insights from Dr. Martin Luther King, (...) Jr. that call for strategic solidarity to help undo structures of inequality in our world are appropriated. Third, a cultural and philosophical notion of what it means to be human in African thought is presented as a means for justifying the relevance of the African ethic of Ubuntu as a global economic alternative; one that grounds cosmic flourishing in a vision and praxis of relationality and shared identity for all. Troubled times often gives rise to great art that reflects those troubles. So too with political theory. The greatest work of twentieth century political theory, John Rawls's A theory of justice, was inspired in various respects by extreme social and economic inequality, racialized slavery and racial segregation in the United States. Arguably the most influential work of political theory since Rawls—Michael Walzer's Just and unjust wars—a sustained and historically informed reflection on the morality of interstate armed conflict—was written in the (...) midst of the Vietnam War. It should be no surprise, then, that the bellicose period of the past 20 years should give rise to a robust new literature in political theory on the morality of armed conflict. It has been of uneven quality, and to some extent episodic, responding to particular challenges—the increased prevalence of asymmetric warfare and the permissibility of preventive or preemptive war—that have arisen as a result of specific events. In the past decade, however, a group of philosophers has begun to pose more fundamental questions about the reigning theory of the morality of armed conflict warfare—just war theory—as formulated by Walzer and others. Jeff McMahan's concise, inventive and tightly argued work Killing in war is without doubt the most important of these challenges to the reigning theory of the just war. This review article discusses McMahan's work, some of the critical attention it has received, and its potential implications for practice. (shrink)

When can we say that a debt crisis has been resolved fairly? An often overlooked but very important effect of financial crises and the debts that often engender them is that they can lead the crisis countries to increased dependence on international institutions and the policy conditionality they require in return for their continued support, limiting their capabilities and those of their citizens to exercise meaningful control over their policies and institutions. These outcomes have been viewed by many not merely (...) as extremely unfortunate and regrettable, but also as deeply unfair. And indeed, increasingly potent popular movements have pressured governments, financial institutions, and the financial community to seek what they take to be fairer solutions to debt crises. The merits of these programs and proposals for dealing more fairly with sovereign debt remain hotly disputed. In this essay, we try to take a step back from the political fray and examine some more fundamental considerations that seem relevant to assessing the fairness of current arrangements governing economic exchanges related to debt contracts and alternatives that have been proposed to them.Our discussion is organized into seven sections. First, we characterize briefly the concept of fairness and its role in social evaluation. Second, we clarify what sovereign debt is, and, third, the ethical statuses that particular sovereign debts can have. Fourth, we identify and describe the main features of current practices related to sovereign debt. Fifth, we describe an "ideal picture" of creditor/debtor relations. We argue that in such a scenario a broad range of ethical considerations can plausibly be invoked in support of practices that closely resemble those presently governing sovereign debt. Sixth, we draw attention to the many ways in which in reality the relations between sovereign debtors and their creditors differ markedly from the relationships between the creditor and debtor in the ideal picture. Because of this, many of the ethical considerations that would support present practices were relations between sovereign debtors and their creditors to resemble more closely those depicted in the ideal picture fail to do so under present circumstances. We conclude, moreover, that the remaining ethical considerations that might be advanced in support of the present system are at best quite inconclusive. Finally, we describe briefly specific reform proposals to current practices. While we will not attempt to show that these proposals would necessarily make the rules governing economic exchanges relevant to sovereign debt more fair, we conclude, in light of our earlier analysis, that they must be given much more serious consideration than they have so far received in policy circles. Indeed, there are strong prima facie reasons to believe that some combination of these proposed policies might prevent or mitigate some of the most ethically regrettable outcomes of present practices and norms by changing the incentives of sovereign borrowers and those who lend to them. The text focuses on reflecting on the role of modern university in a man intellectual development, starting from Nietzsche’s ideas. By drawing up some of the main methodological and philosophical concepts of the German philosopher, the text highlights a series of aspects on the Humboldian nature of current universities – a state of tension under the political, economic and social factors. Thus, the classic concepts of Bildung and Kultur specific to the XIX-century University are analyzed in relation with the crisis (...) that marked the Prussian state of Bismarck period. Higher education being available to the masses is a current problem Nietzsche didn’t avoid to call „savageness” and „decline” of the higher educational system. In the debates of the North-South Dialogue and in the Belgrade conference, Belgium has endeavoured to promote a common stand by the nine member-states. During the term of its EC presidency, Belgium has forwarded the proceedings concerning the extension of the community, (...) the relations with the Comecon, and - on the level of political cooperation - the defi,nition of the Nine's position on Southern Africa. Spash, a British radical ecological economist well-known in his field who currently holds a professorship at the Vienna University of Economics and Business. We start with an examination of the principles of his “social ecological economics.” We then critically evaluate his attack on economic growth and his perspective on the standard economic models of climate change. The present essay contends that progressive readings of Smith ignore the influence of theological concepts and religious ideas on his work, notably three distinct strands: first, seventeenth- and eighteenth-century natural theology; second, Jansenist Augustinianism; third, Stoic arguments of theodicy. Taken together, these theological elements help explain why Smith’s moral philosophy and political economy intensifies the secular early modern and Enlightenment idea that the Fall brought about ‘radical evil’ and a ‘fatherless world’ in need of permanent divine intervention. As such, Smith (...) views the market as divine regulation of human sinfulness and an instrument to serve God’s providential plan. Indeed, the ‘invisible hand of the market’ represents a nominalist realm where human cooperation intersects with divine providence, blending private self-interest with the public commonweal. I will also argue that Smith’s conception of a morally neutral market is ultimately incompatible with creedal Christianity, in particular orthodox catholic Christian ideas of the common good in which all can share and the practice of charity for those most in need who have been abandoned by state bureaucracy and the marketplace. The main reason is that Smith, not unlike Calvin, tends to divorce human contract from divine gift by dividing the theo-logic of gratuitous reciprocal giving from the economic logic of contract – a dualism that bears an uncanny resemblance with Suárez’s Baroque scholasticism of which Smith’s friend David Hume was rightly critical. In particular, the Reformation and Counter-Reformation theology of Calvin, Luther and Suárez sunders ‘pure nature’ from the supernatural and develops a ‘two ends’ account of human nature, according to which human beings have a natural end separate from their supernatural finality. So instead of participating in the divine oikonomia of asymmetrical gift-exchange, human society and the economy operate autonomously and are ordered towards a purely natural end. Smith conceptualises the market mechanism as both a fundamental precondition for interpersonal relationality and at the same time separate from the sociality it engenders. Smith’s anthropology hovers half-way between Machiavelli and Mandeville’s homo œconomicus in search for maximal profit, on the one hand, and the diametrically opposed conception of man as a gift-exchanging animal striving for mutual social recognition, on the other hand. By viewing market exchange as separate from the private virtues of benevolence, justice and prudence, he introduces a split between the exercise of moral virtues and the operation of commercial society. Such a divide is wholly foreign to the project of an overarching civil compact in the writings of Smith’s contemporary Antonio Genovesi and other members of the Italian schools of civic humanism and civil economy. In consequence, Smith’s œuvre marks a decisive shift from civil to political economy. (shrink)

John Stuart Mill had strong sympathies with a liberal form of market socialism based on worker-owned and worker-managed firms. He thought that only very few government interventions were needed to trigger a peaceful and spontaneous transition to such an economic system. This article recapitulates his thesis and argument by focusing on his major workPrinciples of Political Economy, which is rather neglected by philosophers, especially in the German-speaking world. I will argue that Mill was too optimistic in his hope for a (...) spontaneous transition without government intervention. Since it is possible to reconstruct how Mill thought this transition would proceed, it is also possible to identify at what point the transition did not advance in the way envisioned by him, but was blocked by antagonistic forces. I will argue that this insight is not only of historical value, but still poses a serious problem for John Rawls’s theory of justice. Rawls follows Mill closely in his discussion of the proper economic system and he faces the same problem of transition. (shrink)

Weber’s very important theory on the influence of religion on economic behaviour was tested in the societies which belong to different cultural and religious circles. However, due to various socio-political circumstances, the testing of Weber’s theoretical-methodological framework has been largely neglected in the countries where Orthodox Christianity is dominant. However, the difficulties that arose in Orthodox societies during the post-socialist transformation, as well as the shift from the economic research paradigm to the cultural one on the global level, along with (...) the revival of religion in Eastern Europe as one of the most important institutions of ideological and social life, contributed to the focus of our scientific interest be directed in this direction. The central questions that we tried to answer on this occasion were primarily related to the specifics of the concept of work in Orthodox Christianity and the relationship to the accumulation of capital. China's political environment offers limited space for critical debates on domestic politics. In such a constrained environment, people tend to represent and articulate climate change issues without explicitly addressing their political aspects. The aim of this paper is to examine this political ambiguity in climate change discourses. Q methodology was employed to elicit the subjective positions of forty-five young and educated Chinese individuals. Three discourses were extracted: namely, prosaic environmentalism, co-operative economic optimism and actor scepticism. These discourses do not (...) indicate critical intent and deep engagement in the political arguments regarding climate change. In this paper we will analyze critically the traditional interpretation of the principle of subsidiarity in the Chilean Constitution of 1980 and its influence on the configuration of our economic constitution. To this end, firstly we will study the traditional interpretation of the subsidiarity, trying to demonstrate its faults, and its relationship with neoliberalism. After, we will evaluate the influence of this position on the constitutional jurisprudence of recent years. The growing concentration of wealth has acquired a new urgency in recent years. One particular view in this context is developed by Ingrid Robeyns in her ground-breaking work on limitarianism. According to this view, no one should have more than a certain amount of valuable goods, such as income and wealth. The contributors to this symposium, Brian Berkey, David Axelsen and Lasse Nielsen, Jessica Flanigan and Christopher Freiman, and Lena Halldenius, critically examine various aspects of limitarianism. In particular, they examine (...) how limitarianism should be interpreted and developed as a principle of justice, on what reasons speak in favour and against limitarianism, and on how limitarianism relates to other principles of distributive justice. Richard Popkin tells the story that once a long time ago when he asked a question at a conference that made reference to late-eighteenth-century skeptics like (...) Maimon and Platner, Myles Burnyeat turned to the audience and asked, "Does anyone else read these people that Popkin reads?" The answer, by the time we get to this, the fourth edition of a book that first appeared in 1960, is that lots of people are reading the people that Popkin reads. Now [End Page 105] Myles Burnyeat is quoted on the cover of this volume for graciously saying "I regard it as one of the seminal books in the history of ideas." In one of the three Festschriften that have been published in Popkin's honor, David Katz even reports that some of those who work in areas Popkin pioneered refer to themselves as "Popkinites" (James E. Force and David S. Katz, eds., Everything Connects [Leiden and Boston: Brill, 1999], ix).Popkin was also founding editor of this journal, and his name has been footnoted in numerous articles over the years, so it will not be unknown to many. But readers will want to know what is new in this latest version of the classic work. For openers, it is roughly fifty percent longer, now 18 chapters instead of the 12 chapters of the last version. The original book was subtitled "From Erasmus to Descartes" and the later California edition subtitle became "From Erasmus to Spinoza." This edition pushes the envelope in both directions: back to Savonarola and forward to Pierre Bayle.The Savonarola connection comes from the unlikely discovery that the famous monk collected manuscripts of Sextus Empiricus and was planning to have them translated as tools for use against pagan philosophy and in favor of revealed religion. This brings out one of Popkin's favorite points: that what we think of as philosophical skepticism was part and parcel of religious debate early on. Among other new findings in this edition, Popkin finds clues that Leone Ebreo (Judah Abravanel) may have helped Gianfrancesco Pico read anti-Aristotelian Hebrew texts. Jews could use this sort of skepticism against the dogmatic Christians who tried to refute them.The religious connection is fundamental throughout the text. In his new introduction, Popkin admits that "I am more in sympathy with those who used the sceptical and fideist views of the nouveaux pyrrhoniens for religious rather than secular purposes" (p. xxiii). He has developed this sympathy into research on millenarianism in volumes such as Popkin and David S. Katz, Messianic Revolution: Radical Religious Politics to the End of the Second Millennium (New York: Hill and Wang, 1998) and Popkin, et al., eds., Millenarianism and Messianism in Early Modern European Culture, 4 vols. (Dordrecht: Kluwer, 2001).Other new materials follow the discussion of Descartes with a chapter on Henry More, Pascal, and the Quietists and another one on Hobbes's political and practical answer to skepticism. There are new chapters on Wilkins, Boyle, and Glanvill of the Royal Society, and on late seventeenth-century metaphysics. New material on Simon Foucher and Pierre-Daniel Huet is followed by the concluding chapter on Pierre Bayle as a "super sceptic."The book has never been uncontroversial. Although they could follow the skeptical undercutting of the Bible in Spinoza, many scholars could not see how the master of the geometrical method in ethics could be anything but a dogmatist in the final analysis. Although the critical reconceptualization of Corporate Citizenship (CC) proposed by Néron and Norman appropriately focuses on connotations that enable us to distinguish between CC and the all-inclusive notion of Corporate Social Responsibility (CSR), I argue that they fail to properly account for the misguiding potential of the features of political citizenship they propose to develop further in CC theorizing. It is concluded that the notion of CC is better dispensed with altogether, and that a reorientation on concepts that (...) can truly transcend the boundaries of economic and political organization would benefit the field of business and society. For Waters, the free-flowing (...) economic exchange enabled by globalization does not inherently conflict with Christian tradition, and it can be harnessed in a responsible manner to share and communicate the goods of creation. He argues that breaking down global barriers to market participation expresses a preferential option for the poor and provides a means for achieving the work of the Spirit by spreading the materials goods that lift people out of poverty and alleviate suffering. The book's primary contribution is its broad explanation of recent work on the economics of globalization and Waters's ability to put this literature into a theological conversation. The argument is particularly timely for Christian ethicists who are concerned with developing the tools to respond to expanding movements toward isolationism and economic protectionism in the United States and Europe.Part 1 of Just Capitalism claims that moral theology has not properly interrogated the common view that affluence fundamentally conflicts with the Christian tradition. By contextualizing both the biblical sources and the traditional theological voices that support this view, Waters shows that these sources assumed an economic model in which resources are scarce and wealth is built by exploiting the poor. Instead, Waters argues that our present economic system is based on increasing productivity, and therefore wealth is not necessarily exploitative. In fact, he claims that the pursuit of affluence can be beneficial for helping to lift people out of poverty. Rather than retreating from engagement with wealth and the market, Christians should recognize that free exchange is a necessary, though not sufficient, condition for human flourishing (15). [End Page 213]In part 2, Waters develops a notion of koinonia, whereby human flourishing depends on communicating the goods of creation in the associations of civil society. Responding to worries about the homogenizing forces of market economies that make individuals into producers and consumers, Waters offers the church as a communicative association that stands in tension with capitalist markets by cultivating reciprocity instead of consumption, breaking down barriers in a gathering community, and being nonterritorial in its scope (150–51). Because communicative associations like the church are essential to the vitality of civil society, the challenge is to "embrace the dynamism of global markets in order to promote more widespread prosperity," while establishing the requisite political stability that allows these associations to exist (159).Nevertheless, Waters does not spend much time elaborating on specific moments when the church should come into conflict with capitalism—he notes that his reservations only give him "two-and-a-half-cheers" for globalization, rather than three (14–15). In his desire to show compatibility with globalization, he neglects to give a sense of when communicative associations could justifiably remove themselves from the system of exchange. This relates to Waters's final chapter on capitalist responses to environmental devastation, which relies on his earlier development of a stewardship model, one that seems to reduce creation to its instrumental value for human "delight" (89–90, 92, 111, 115). Waters admits that the pursuit of affluence requires short-term environmental damage, especially in developing countries; nevertheless, he thinks that affluent societies will better preserve the environment (through "national parks and wildlife preserves") (217), and some environmental exploitation is needed to form these affluent societies. This will probably be insufficient for environmental ethicists who resist the notion that creation's purpose is to be ordered to promote human flourishing (204). This paper posits that a change of mentality and of economic preferences among the higher orders of Roman society occurred in Late Republican and Early Imperial Rome, in so far as the practice of receiving and giving loans and credit was concerned. The political changes that swept the Late Republic and that saw the establishment of the Principate by Augustus decisively influenced the financial strategies and deportment of the nobility. The customary and largely horizontal practice of loan-giving among the elite (...) gradually disappeared and was replaced by a more vertically oriented mode of finance. This was a consequence of cultural changes in the perception of debt and indebtedness particularly among the highest ranks (induced partly by new imperial legislation and attitudes), of a rise in economically profitable loan-operations on the part of the nobility, and of the structural changes in Roman society during an era of great upheaval and change. Economic logic impinges on contemporary political theory through both economic reductionism and economic methodology applied to political decision-making (through game theory). The authors argue that the sort of models used are based on mechanistic and linear methodologies that have now been found wanting in physics. They further argue that complexity based self-organization methods are better suited to model the complexities of economy and polity and their interactions with the overall social system.

During the corona pandemic, politicians have been forced to make urgent decisions under pressure while balancing between challenging options: protecting citizens’ health or causing major social and economic difficulties through security measures. Part of the dilemma has been whether the chosen security measures are oversized, causing fundamental economic and social problems, or not sufficiently enough, thus putting people’s lives at risk. In illustrating our discussion with actions taken by press conferences (PCs) of the Finnish Government, we discuss how nonknowing has (...) governed political decision-making in the corona crisis and how tackling the pandemic has required politicians and experts to develop a capability of dealing with the epistemic conditions of nonknowledge. When information about the virus was constantly updated, the epistemic states of ‘not-yet-known’ or ‘partly-known’ substantially affect the rhythms in which political decisions are made in managing the spread of COVID-19. We suggest that Prime Minister Marin and her cabinet developed a policy of epistemic humility where the legitimation of decision is not based on scientific knowledge but rather on the temporality of nonknowing. The crisis created a favourable momentum for addressing issues of nonknowing in politics, which are easily kept outside of the public attention. (shrink)
